There is surprising little literature specifically concerning "third party ethics" in the academic press.
What follows is a list of the books we were able to find:
Berman, Evan M, Jonathan P. West and Stephen J. Bonczek, eds. The Ethics Edge. ICMA Press. 1998.
Cooper, Terry L. The Responsible Administrator: An Approach to Ethics for the Administrative Role. 4th ed. San Francisco, CA: Jossey-Bass, 1998.
Goldsmith, Stephen and William D. Eggers. Governing by Network. Washington, DC, The Brookings Institute: RR Donnelly, 2004.
Lewis, Carol W., and Stuart C. Gilman. The Ethics Challenge in Public Service. San Francisco, CA: Jossey-Bass, 2005.
Pritchard, Michael S. Professional Integrity: Thinking Ethically. Lawrence KS: University Press of Kansas, 2006.
Roth, William F. Ethics in the Workplace: A Systems Perspective. Upper Saddle River, NJ: Pearson/Prentice Hall, 2005.
Svara, James. The Ethics Primer for Public Administrators in Government and Nonprofit Organizations. Sudbury, MA: Jones and Bartlett Publishers, 2007.
